Baas was a son of the skipper Kornelus Baas and Johanna van der Tuuk. He lived with his wife, Maria Orsel, daughter of the worker Lucas Orsel and Pieternella Harmanna Bouland from Tange (municipality of Onstwedde), at 12 Veendijkstraat in Oude Pekela. He was previously married to Jantje Drenth, daughter of the skipper Leendert Drenth and Harmina de Boer from Scheemda. From 1935 to 1939 Baas was a member of the city council of Oude Pekela for the CPN.
At the beginning of World War II, he was the leader of the Noorderlicht resistance group in Oude Pekela. He was also a distributor of the illegal magazines Het Noorderlicht and De Waarheid in that area. On September 10, 1941, at the direction of an SS man, he was taken from his home by the Sicherheitsdienst (German Security Police) accompanied by some German soldiers and taken to the - later notorious - Scholtenhuis in Groningen.
On April 2, 1942, he was transferred to Buchenwald concentration camp, and a few months later, on October 29 or 30 of that year, he was transferred to Dachau concentration camp. He was then transferred to the Flossenbürg concentration camp a few weeks later, between 7 and 9 December. He died in that camp on March 22, 1943.
Baas was one of the 55 Groningen members of the Noorderlicht group, who were arrested in 1941. Only a few survived the concentration camps.
